Waverly United for Action Waverly United for Action began as Valley Park Neighborhood Association, a member of the Columbia Council of Neighborhoods. It registered as a non-profit organization with the Secretary of State in 1986 and became Waverly United for Action Inc. It offered tutorial services from the Columbia Urban League and Brenn. Throughout 1991-1992 it focused on neighborhood history and culture, but in 1993 refocused on youth. There was a youth job fair, a program for at-risk youth, and academic awards for local high school students.
