Roms are different sizes because the original game media is different and had different capacities. The N64 cartridges were a few hundred Mb in size depending on the game and can be compressed quite easily. Where as the playstation disks were about 700Mb, full cd, or larger if there were multiple disks, i.e. Metal gear had two and final fantasy had 3/4. As such even compressed the playstation game file would be quite large.
