Program The Cities Readiness Initiative (CRI) program is a regional bioterrorism preparedness program funded by the Centers for Disease Control and Prevention. CRI serves the seven counties in the federally delineated Portland Metropolitan Services Area (MSA). Five counties are in Oregon: Clackamas, Columbia, Multnomah, Washington and Yamhill; and two counties in Washington: Clark, Skamania. Clark and Skamania counties are overseen by the CRI coordinator in Clark county. CRI serves the seven counties in the federally delineated Portland Metropolitan Services Area (MSA).

Goal The goal of the CRI program is to work with the local health departments in each county to develop plans and programs, that together will enable the seven public health departments in the region, to provide emergency doses of oral medication to their entire populations within 48 hours of the decision to do so. Current Projects The majority of our initial planning is around the development of Points of Dispensing (PODs). PODs are large clinics, open to the public, set up specifically to rapidly get medication to a large number of people. In general, a POD that is dispensing oral medication can process 500 people or more an hour. This is a staff intensive operation so we are working on a number of alternative methods that will reduce the dependence on PODs regionally.

The Shelby County Health Department’s (SCHD) Public Health Emergency Preparedness Program (PHEPP) is a participant in the Initiative, and we work together with various partner organizations within our shared 3-state, 9-county region in order to achieve the goal of 100% coverage within 48 hours. Our shared CRI region includes Shelby, Tipton, Lauderdale and Fayette County in Tennessee; Tate, Tunica, Marshall, and DeSoto County in Mississippi; and Crittenden County in Arizona.
